COPE Galway Strategy 2026-2028
Leading societal change through innovative, evidence-based, community-led work.
An overview of our 2026-2028 strategic plan.
Our strategic plan sets out a clear and considered roadmap for the years ahead. It is grounded in our enduring commitment to improving the lives of the people and communities with whom we work.
For over 60 years, COPE Galway has been deeply embedded in the community, supporting people experiencing homelessness, women and children subjected to domestic abuse, and older people. Our work is founded on the belief that together, we can create meaningful change and make a lasting difference for the people we serve and our community.
This strategy builds on our experience and learning. It is positioned as the first phase of a longer ten-year journey, recognising that lasting change requires sustained focus while continuing to meet urgent needs today.
Our Vision
A community where every person is safe, connected and has the opportunity to thrive.
Our Mission
We are tireless in leading societal change through evidence-based, innovative work in the community.
Strategic Priorities 2026-2028
Our 2026-2028 Strategic Plan sets out the first phase of a ten‑year journey towards 2035. During this time, we will focus on three integrated organisational priorities.
Excellence & Impact
By 2028, COPE Galway will be an impact-oriented organisation, whose work will be evidence-based and underpinned by trauma-informed practice.
Learning & Evidence
By 2028, COPE Galway will be a learning organisation, capable of evidencing the social and economic value of its services and interventions.
Prevention & Innovation
By 2028, COPE Galway will have strengthened its policy-influencing capacity, driving prevention and innovation.
A 10-Year Journey: Our Strategic Goal to 2035
Our 2026–2028 strategy is phase one of a ten-year organisational journey. Over the next decade, COPE Galway will lead societal change by:
Valuing and developing our people.
Delivering excellence in services.
Positively impacting client health and wellbeing.

COPE Galway is a values-led organisation.
Our values guide our actions and shape how we engage with clients, colleagues, partners and the wider community.
Rights
We take a rights-based approach to achieving social justice, walking alongside clients to help them vindicate their rights to safety, security, and respect.
Respect
Our way of working is non-judgmental and grounded in compassion, understanding and empathy because
we respect the dignity and humanity of each person with whom we engage.
Hope
Hope guides our work every day. Hope is inherent in our staff, our clients, our volunteers and in the
communities we work with.
Collaboration
Collaboration is how we work intentionally with clients, colleagues, volunteers, partners and our community. It is essential to creating meaningful and lasting change
Trust
We cultivate trust through acting with integrity, reliability and openness, creating spaces where everyone we meet feels safe and respected.
